It sounds like you/the graduands left it to the last minute when more-affordable (and legal) accommodation was already gone. That&#039;s on you. You could also have chosen not to book it if the price wasn&#039;t to your liking.

Why should there be soap? You should bring your own toiletries. AirBnB is NOT a hotel.

Genuine hotels and BnBs have to meet safety requirements. Depending on the local laws, short-term lets like through AirBnB may or may not have to match these guidelines too. All you can do is inform the council/local authorities of the fact this person is likely having an illegal hotel and that he disabled safety equipment.
