It is up to the hosts to make sure their listings are operating legally. There are a couple exceptions to this but those are very rare.

To report them to Airbnb for not having a business license is asking Airbnb to get involved with something that is not under their control.

Report the lack of licensing to the Authorities not the booking platform like Airbnb, VRBO or Booking.com.
