In English Common Law, the home owner is to blame. Even if there was a sign on the towel rail warning that it gets hot, the home owner would still be responsible for your husband's injury. The home owner is negligent for not fixing a dangerous condition that could reasonably be foreseen to cause an injury. My guess is that it was actually an exposed hot water pipe, being used as a towel rack. Cold before the shower, but hot afterwards. Had the home owner just acted reasonably and applied some insulation to the 'towel rail' your husband would not have been injured. Ultimately, the home owner is responsible, who may not even be the host.

My advice is to determine the identity of the home owner through the local tax records, which are often publicly available.
