I confirm. The host must ask for the ID, it is mandatory to register each guest and then submit the information to the police, not more than 24 hours later. It is a problem, because not all guests are informed about it and the law makes the host responsible for any mistake made on the registration form. He must control everything even against his will and I think it is not a nice situation for any involved part.

Hi, I am Italian and always been a guest with Airbnb with pretty good experience so far. Not all perfect but all good. The "mafia" thing that the host kept on saying is because the law against terrorism makes it mandatory to register whoever is renting an accommodation. That also happens if they have a wifi: they need to submit to the police who was using the internet services and the dates they were using it. I don't think the host meant to be rude, sometimes Romans can sound angry but that's the accent.

Have a little understanding for the guy trying to communicate with you in a language he was obviously not proficient in. Do you think you could do better speaking Italian if you were not proficient in that language? Would you realize how your words and tone came across? Maybe not. And for the record, Rome is a noisy city. I've stayed at some high-end hotels and could hear traffic until well after midnight and then it starts again a few hours later. I've never found a quiet place within Rome, only outside of Rome in the countryside or smaller locales. I think the only quiet times are 3 am - 6 am. Also, I've been asked for my documents when I've stayed various places in Italy. It's their law. Some people that rent abide by it and some do not.

From the web: "It's a law introduced by Mussolini in 1931 to fight what we today call "terrorists", but which at the time was anybody who didn't agree with the Fascist party.
Art. 109 of the Uniform Law of Public Security, introduced with Royal Decree Law 773 of 1931, and last amended with Law 29 March 2001, n.135 requires the "Operators of hotels and other accommodation facilities, including those that provide accommodation in tents, caravans, as well as landlords of vacation houses and apartments and, including the operators of unconventional reception facilities, with the exception of Alpine refuge facilities included in a special list established by the region or autonomous province, may provide accommodation exclusively to persons holding an identity card or other acceptable document certifying their identity in accordance with regulations."

A January 7, 2013 Decree of the Ministry of the Interior now requires the above operators to submit such guest information to the police authority daily via internet in a special Police Website. The penalty for the hotel operators/landlords who fail to comply with the law is a fine of Euro 206 or 3 months of imprisonment.
